The General Secretary is the Chief Executive Officer of the National Employment Council for the Catering Industry and shall be responsible for the day to day administration of Council affairs.

The General Secretary shall head Council Secretariat and shall report direct to Council.

The General Secretary shall perform the following: –

  1. Administrative Responsibilities

1.1     Secretary of the Council

1.2     Reports to Council Chairperson

1.3     He shall administer the affairs of Council in a manner that do not infringe upon the Principal Acts, the Council Agreement and/or constitution.

1.4     Attends all Council and Sub-Committee meetings and ensure that proper records of proceedings are kept and distributed to all concerned.

  1. Accounts – and Financial responsibilities

2.1     (a)      Present management accounts to Council

(b)     Presents a budget for approval by Council and once approved makes sure that budget is implemented.

(c)      Ensure that all accounts are audited and thereafter referred to the Ministry of Public Service, Labour & Social Welfare as required by the Labour Act.

  1. Staff

3.1     The Secretary shall be tasked with the job of appointing all middle and junior staff except for the senior staff directly answerable to him and agents who Council shall appoint.

3.2     Prepares scales which must be approved by Council and should indicate the starting and terminal point of an employee in each grade.

3.3     The General Secretary shall maintain staff discipline through the Principal Head of Departments and Section Heads as per the staff chart.

3.4     Through the normal and legal means and in the interest of Council efficiency, the General Secretary is empowered to dismiss staff reporting direct to General Secretary provided reference shall be made to Chairman and Council.

3.5     The General Secretary shall administer staff conditions of service which Council may review at every budget seating.

3.6     The General Secretary shall administer staff internal and external training programs so as to motivate and develop staff skills.

  1. Council Spending

4.1     The General Secretary shall authorize spending on Council as long as the budget is not exceeded.

4.2     The General Secretary is the second signatory to Council cheques in addition to such other signatories as will have been decided upon at Council or Board meetings.

5.3     The General Secretary shall ensure that Council’s spending s within budget.

5.4     In all matters of day to day administration, the Secretary is the authority as to payments by Council of creditors and debtors.  As a financial management principle, he shall be satisfied that any payment is warranted and such payment shall be initiated.

Educational Qualifications and/or Experience

  • A degree in Social Sciences or Law is a requirement.
  • Experience in labour law, industrial relations, arbitration and conciliation and dispute resolution are a must.
  • Knowledge in social dialogue
  • At least three years’ experience in a managerial position.
